Why Isn’t My Campaign Spending?

Diagnose why your campaign is active but not consuming budget at the expected pace.

Last updated September 1, 2026

Problem

The campaign shows as active and your balance is funded, but spend is lower than expected or not increasing.

Likely Causes

  1. 1Maximum CPM is too low to win enough auctions for your target audience.
  2. 2Targeting is too narrow — combining tight geo, interest, and device restrictions can leave very little available inventory.
  3. 3Even pacing is spreading spend slowly across the day — this is expected behavior.
  4. 4Frequency cap reached for the day — all targeted users have been served the maximum allowed impressions.
  5. 5Campaign is in Even pacing and it is early in the day.

How to Fix It

  1. 1
Increase the Maximum CPM — try raising it in increments of $1–$2 and allow 24 hours to assess impact.
  2. 2
Broaden targeting — remove or relax one targeting dimension at a time (start with device or interest).
  3. 3
If using Even pacing and the day is early, wait — spend should increase as the day progresses.
  4. 4
If the frequency cap is very low (e.g., 1 per day) and the audience is small, either raise the cap or broaden the audience.
